Introduction
Your car is 14 years and 8 months old. The insurance renewal reminder came on time, but nobody has mentioned the RC. A friend says it expires at 15 years and renewing costs thousands. Is that true, and what exactly do you have to do?
In India, the registration certificate (RC) of a private car is generally valid for 15 years from registration, after which it must be renewed, and each renewal lasts five years. You can apply on the government’s Parivahan portal within 60 days before expiry, and the RTO may require a physical inspection. The central fee reported for a car aged 15 to 20 years is ₹5,000, and for a car older than 20 years it is ₹10,000, outside Delhi-NCR. A late fee of ₹500 a month is reported for cars, and states can add charges such as green tax.
This guide explains when renewal is due, the documents and online steps, the fitness test, the fees and late charges, how Delhi-NCR differs, and how to decide between renewing, selling and scrapping. We did not use the portal for this article or interview officials. Facts come from published reports and a magazine guide, the cost example is hypothetical, and sources disagree in places, which we flag. This is general information, not legal advice.

Indicative Car RC Renewal Costs in India
| Item | Published figure | Source (checked 5 Nov 2026) | What to know |
|---|---|---|---|
| Central renewal fee, private car aged 15–20 years | ₹5,000 | Autocar India (industry report) and reports of the 2021 amendment | Raised from ₹600 for vehicles over 15 years, effective April 2022, as reported. Cars aged 15 to 20 years saw no change in 2025. |
| Central renewal fee, private car over 20 years | ₹10,000, outside Delhi-NCR | Autocar Professional (25 Aug 2025) | Reported as the Central Motor Vehicles (Third Amendment) Rules, 2025, with motorcycles at ₹2,000. |
| Fitness test and certificate, light motor vehicle older than 15 years | ₹800 (manual) or ₹1,000 (automated) | The Hindu report of the 2021 rules (via inkl) | Another report quoted a higher figure for light motor vehicles, so confirm the current figure with your RTO. |
| Late fee | ₹500 per month for cars; ₹300 for motorcycles | Autocar India (17 Oct 2026) | Reported for delayed renewal. Confirm how your state applies it. |

How far to trust this table. Four limits apply.
- The ₹5,000 and ₹10,000 figures come from reports of amendments, not from the gazette, and the 2025 report notes that the increase excludes Delhi-NCR.
- Autocar India’s October 2026 guide lists ₹600 for non-transport light motor vehicles in its renewal fee table. That figure matches the original registration fee rather than the renewal fee reported elsewhere, so we do not use it as the renewal fee for a car over 15 years. Check which applies to your car at the RTO.
- Only the Autocar India guide and the Autocar Professional report were opened in full. The other figures come from search-result text.
- States can add charges, and a draft in July 2026 would let states set certain fees. The RTO’s figure at payment is the one that counts.
When Is RC Renewal Due?
Autocar India says a private vehicle’s RC is generally valid for 15 years from the date of registration, after which it must be renewed every five years. Owners can apply on the Parivahan portal within 60 days before the RC expires, and a physical inspection may be needed. If the RC has already expired, the guide says to follow the prescribed process and check the requirements with your RTO. Driving with an expired RC is illegal, and it can complicate insurance claims and any later sale.
Check the validity date on your RC, and set a reminder for 90 days before it. Our guide to checking RC status online explains how to see the registration details on the portal.
Documents Required
Autocar India lists these, and says requirements can vary by vehicle category and RTO:
- Form 25, the application for renewal.
- The existing RC.
- A valid insurance certificate.
- A valid PUC certificate.
- Proof of road tax payment.
- Identity proof and address proof.
- A chassis and engine number pencil print, which may be asked for.
- A fitness certificate where applicable.
Step-by-Step: How to Renew Your RC Online
Autocar India describes the online flow like this. Names and screens differ by state.
- Open the official portal, parivahan.gov.in, and go to the online vehicle services.
- Select your state and the registering RTO.
- Log in if asked, and enter the registration number. The portal may also ask for the last five digits of the chassis number.
- Choose “Renewal of Registration”.
- Check the vehicle details on the form, and fill in what is asked.
- Upload scans of the RC, insurance, PUC, ID and address proof, and other documents.
- Pay the fee online.
- Book a vehicle inspection if required.
- Attend the inspection with the car and the original documents.
- Wait for approval. The renewed RC may be dispatched to your registered address, and you can track the application on the portal.
Use only the official site. Official government sites end in .gov.in. Several non-government websites with “Parivahan” in their names appear in search results, and they are not the portal. PIB Fact Check has warned about fake e-challan messages and links, and advises never sharing OTPs. If you use an agent, do not sign blank forms and ask for receipts and the application number.
The Fitness Test: Get the Car Ready First
At 15 years the RTO assesses the car’s road-worthiness, and a fee applies for the test and certificate. We could not find an official checklist, so ask your RTO what is tested, and get the car inspected beforehand. Items worth checking early include brakes, tyres, lights, steering, the battery and emissions. Fixing them before the test can avoid a failed attempt and a second fee.
If the car needs work, get written quotes. Our guides to brake pad replacement cost and battery replacement cost show published price ranges for two common items, and our annual car maintenance cost guide shows how these costs fit into a year of ownership.
RC Renewal Fees and Late Charges
The central fee depends on the car’s age and category, as in the table above. The reported late fee for cars is ₹500 for every month of delay, and Autocar India also lists ₹200 for a smart card. States can add their own charges. For example, a hypothetical delay of two months would add ₹1,000 at ₹500 a month, on top of the renewal fee. This is an illustration of the reported rule, not a quote. Renew before expiry to avoid it.
State Rules, Green Tax and Delhi-NCR
Green tax and other charges for older vehicles vary by state, so ask your RTO. Delhi-NCR is different. The Supreme Court upheld a 2015 National Green Tribunal direction in 2018 that diesel vehicles older than 10 years and petrol vehicles older than 15 years should not ply in NCR. In August 2025 the court barred coercive action against owners of such vehicles, then in December 2025 it modified that order so that action can be taken against BS-III and older vehicles. Delhi’s 2024 end-of-life guidelines apply, and in 2026 the Delhi government relaxed one rule so that owners can obtain an NOC to re-register overage vehicles outside NCR regardless of how long ago registration expired. The August 2025 fee increase was reported as excluding NCR. If you live in Delhi-NCR, do not rely on a national guide: check with the Delhi Transport Department before you plan on renewing.
Renew, Sell or Scrap?
Renewal gives you five more years, but it costs the central fee, a fitness test, any repairs needed to pass it, and state charges, and the car’s running costs keep going. Our guide to calculating second hand car value can help you see what the car is worth if you sell it. If you scrap it at a registered scrapping facility, you receive a Certificate of Deposit, which under the central framework can bring a registration fee waiver on a new vehicle, a motor vehicle tax concession of up to 25% for non-transport vehicles set by your state, and a manufacturer discount where offered. Check the current state and manufacturer terms.
A worked example (hypothetical). Suppose a 15-year-old hatchback needs renewal in a state with no extra charges. The central fee is ₹5,000, the fitness test ₹1,000, a smart card ₹200, and assumed pre-test repairs of a battery at ₹6,000 and front brake pads at ₹2,300, using mid-range figures from our guides. That comes to ₹14,500, or ₹2,900 a year over five years, before state charges. These figures are an illustration, not quotes. Against the ₹1,10,317 yearly running cost in our annual budget example, renewal is a small share. The bigger question is whether the car is worth keeping.
How CarJeevan Helps
CarJeevan’s Car Repair Estimate Calculator & Quote Comparator is a free tool for organising two garage quotations side by side. For each quotation you enter the repair items with quantity, parts cost per item and labour, plus other charges, discounts and tax or fees. You can also tick whether a quotation states the part brand or number, explains the warranty, lists labour separately and requires your approval for additional work. The tool then shows the totals and the differences between the two. Its privacy note says the calculations run in your browser.
It does not process RC renewals, know RTO fees, or tell you whether a repair is needed to pass the fitness test. Its output is only as accurate as what you enter. If the pre-test inspection finds problems, use the CarJeevan comparison tool to line up two garage quotations for the repairs.

Conclusion
Car RC renewal in India is a date-driven process: apply within 60 days before the RC expires, with the right documents, pay the fee, and pass any inspection. The central fee depends on the car’s age, states can add charges, late fees accrue monthly, and Delhi-NCR follows separate rules.
Start early, get the car checked before the test, use only the official portal, and decide whether renewing, selling or scrapping makes sense for your car. If you need repairs, compare written quotes before you approve them.
